Job Description
International Institute for Democracy and Electoral Assistance (IDEA) is seeking a qualified Procurement Officer (ESGBV) to support the effective implementation of procurement and contract management activities under the ESGBV programme. The role is responsible for planning, coordinating, and managing procurement processes in line with IDEA’s policies, ensuring value for money, compliance, transparency, and operational efficiency. The successful candidate will also support safety, security, and safeguarding responsibilities across programme locations.
Responsibilities
- Serve as the focal point for all procurement and contract management activities for the ESGBV programme
- Plan, manage, and coordinate procurement and contracting processes in line with organizational policies
- Review, analyze, and process procurement requisitions efficiently and transparently
- Manage facilities related procurement and monitor operational costs for state offices and the Abuja office
- Provide guidance to staff on procurement rules, policies, and best practices
- Conduct procurement compliance reviews and ensure adherence to established procedures
- Deliver procurement capacity building and training to relevant staff
- Support safety and security management by acting as a focal point for emergency evacuation procedures
- Maintain emergency evacuation plans and relevant security documentation
- Provide safety and security briefings to staff, consultants, and visitors
- Collaborate closely with the Security and Risk Management Officer on security-related matters
- Ensure timely documentation and reporting of safety and security incidents
- Promote safeguarding principles and demonstrate zero tolerance for exploitation, abuse, or harassment
- Perform any other duties as assigned in support of programme objectives
Requirements
- University degree in Procurement Management, Accounting, Business Administration, Economics, Finance, or a related field
- Professional certification in procurement, finance, or accounting (such as CIPS or ACCA) is an added advantage
- Minimum of 5 years’ relevant professional experience in procurement management
- At least 2 years’ experience managing teams and providing capacity building support
- Strong knowledge of procurement processes, tendering, and contract management
- Experience developing and enforcing procurement policies and compliance frameworks
- Proficiency in Microsoft Office applications and procurement management systems
- Excellent analytical, organizational, and problem solving skills
- Strong communication and interpersonal abilities
- Ability to work independently with minimal supervision and manage multiple priorities
