Project Adviser, Policy and Value Chain Engagement

Job Description

 International Trade Centre is seeking a highly skilled Project Adviser to support trade and investment policy programming and regional value chain development within ECOWAS. This role focuses on identifying market access barriers, facilitating regional value chain review mechanisms, and supporting ECOWAS level public private dialogue processes.

The Project Adviser will work closely with regional and national stakeholders to implement trade and investment policy reforms, contribute to research and policy evaluation, and ensure gender inclusion in all programme activities. This position provides a unique opportunity to influence regional trade frameworks and strengthen public private engagement across West Africa.

Responsibilities

  • Support ECOWAS Commission or designated agencies in organizing policy and regional value chain platform meetings.
  • Prepare reports, concept notes, technical papers, policy briefs, workplans, and presentations.
  • Identify and prioritize regulatory barriers to trade and investment with regional institutions.
  • Facilitate development of policy reforms with subject matter experts and national focal points.
  • Support implementation and monitoring of regional value chain review mechanisms.
  • Coordinate value chain development activities and track follow-up actions.
  • Collect, analyze, and present data related to value chain review results.
  • Enter and update progress data in strategy tracking tools for selected sectors.
  • Contribute to evaluations, research studies, and policy impact assessments.
  • Prepare consolidated progress reports, communication briefs, press releases, and social media content.
  • Coordinate logistics and documentation for workshops, meetings, and public private dialogues.
  • Support outreach activities and engage funding partners on platform sustainability.
  • Participate in field missions to support technical work, data collection, and analysis.
  • Maintain continuous communication with the ATCMA ECOWAS Programme Management Unit.
  • Liaise with regional and national stakeholders to align interventions with ECOWAS priorities.
  • Recommend corrective actions on policy and value chain issues identified during engagements.
  • Review and improve outputs produced under policy and VCRM components.
  • Support dissemination of key results to national and regional actors.
  • Ensure gender inclusion in policy processes and all programme activities.
  • Perform any other tasks assigned by the supervisor.

Requirements

  • Strong understanding of trade and investment policy frameworks.
  • Ability to analyze economic and regulatory barriers.
  • Proficiency in research, policy analysis, and data interpretation.
  • Excellent writing skills for technical documents and communication outputs.
  • Ability to coordinate multi stakeholder platforms and dialogues.
  • Good planning, reporting, and project monitoring skills.
  • Strong communication and stakeholder engagement capacity.
  • Ability to work under pressure and meet deadlines.
