Job Description

International Organization for Migration (IOM) is seeking an experienced consultant to develop a comprehensive, evidence based, and costed Strategic Action Plan for Mental Health in Nigeria (2025–2030) for the National Mental Health Programme (NMHP). The consultant will provide strategic leadership in policy review, costing, stakeholder engagement, and programme planning to strengthen mental health systems in Nigeria.

Responsibilities
• Conduct desk reviews of national mental health policies, legislation, and global best practices
• Carry out situational analysis on services, workforce capacity, financing, and barriers
• Identify priority interventions for mental health and psychosocial support
• Develop a results framework (goals, objectives, outputs, outcomes)
• Produce a fully costed Strategic Action Plan and financing framework
• Facilitate a 5-day stakeholder review and validation meeting
• Engage government institutions, CSOs, academia, and development partners
• Ensure alignment with the National Health Sector Strategic Development Plan and SDGs
• Submit inception report, zero draft, stakeholder meeting report, and final deliverables

Requirements
• Strong analytical, facilitation, and report-writing skills
• Proven expertise in strategic planning and costing
• Experience in health systems strengthening and policy development
• Knowledge of mental health and psychosocial support systems
• Experience working with government and development partners
• Familiarity with Nigeria’s mental health landscape
• Excellent communication skills and professionalism
